In 1972, the Municipality of Anchorage acquired 15 acres with school district funds to create a school, playground and parkland. The Department of Parks & Recreation and the Anchorage School District worked together to design the entire site.

In the 1979-80 school year, the PTA received school board approval to develop 5 acres west of the school. In May 1980, students hosted a car wash to earn money for the park development, earning $5,000.

In 1980, volunteers began clearing land. Lloyd Steele, the owner of an Anchorage construction firm, was one of those volunteers. The project was completed in 1981 with the donation of labor and equipment from Lloyd Steele's construction firm. Mr. Steele became seriously ill and passed away in April of 1981, before the park project was completed.

The Parks & Recreation Advisory Commission decided to name the park Lloyd Steele Park in honor of Mr. Steele's contributions.
